Gotei 13 Captains, please pick three members of your Division to have NPCs in the Central 46. Please make note of the jobs of Prefects and Counsels when making your choices. No Judiciary Board slots open; all others: first come, first serve.

[Judges] - Makes up the Judiciary Board of the Central 46. These individuals hold a large amount of power in the government and oversee Gotei officer promotions, Seireitei forces courtmartials, and if they see fit, can overturn key major legislative decisions to some extent.

[Prefects] - Established political leader of a section of Rukongai. These players are the only ones that can start Central 46 hearings to have player-submitted measures and/or reforms voted upon. They can choose to support or reject amendments from fellow players.

[Counsel] - Advisor to a region's Prefect. These players are the only ones that can assist in debate against a set of poorly done/objectionable set of grades. The region of Rukongai which had the most Councilmen voting against the set of grades must select a representative to team up with a Counsel to bring their case back to a Session thread for debate (even if the Counsel him/herself agreed with the grades).
